The nature of synthetic enforcement measures of law in city management is to center relatively specific methods and forms of applying administrative penalty.In practice,administrative snthetic enforcement agencies of law have discretion.By three sub-priciples of the proportional principle,the author andalyses the implementation of synthetic enforcement measures of law in the city and thinks it's necessayt to control effectively the measures using in three aspects:legislation,enforcement of law and jurisdition.
