准确把握党管人才的科学内涵需要从管理对象、管理内容、管理方式、管理主体等四个方面进行创新,按照党管人才的要求积极推进人才工作需要理顺人才管理体制,促进三大体系协同运作;促进机制转换,形成有效的选拔、使用、流动、激励机制;营造吸引人才、人尽其才的环境和拴心留人的氛围;建立符合社会需要和各类人才特点的人才培养和教育体系。

Promoting the Work of Talent in Line with the Requirement on Talent by the CPC

In order to correctly understand the scientific connotation of talent by the CPC, we should make innovations from such four aspects as administrative targets, administrative contents, means of administration and administrative mainstay. According to the requirement on talent by the CPC, we should straighten out management system of talented people and promote the transformation of mechanism so as to establish effective and incentive mechanisms of selection; to form a situation to give full scope to the talents; to build an educational system fit for the social requirement and the characteristics of all kinds of talents.
