| 摘 要： | 中国农村改革已经走过了30年的历程，取得了巨大的成就，也有许多地方需要反思。30年来农村改革发展的基本经验，可以简明地归结为激励问题。对农民激励有效，中国农村就能取得快速发展；激励不足，中国农村就会陷入曲折发展之中。今后，制定农村政策时需要特别注重激励农民的生产积极性、消费积极性和进域的积极性。
