政府改革与政府创新——关于政府创新的内涵、动力及路径分析

政府创新的内涵包括观念、理论、体制、人员和操作等五个层面的创新。政府创新是通过政府官员的改革行为得以实现的,因而其直接动力就是政府官员的责任心和进取心,然而从根本上说,政府创新的动力来源于社会实践。从我国的国情出发,政府创新的推进可通过政治改革、行政改革、创建服务型政府、转变执政方式来实现。

Reform in Government and Innovation in Government

Innovation in Government consists in bringing forth new ideas in concepts,theories,structures,personnel work and performance.As innovation in government is attained through officials' actions,the direct driving force for innovation comes from officials' sense of responsibility and their enterprise,especially from social practice.Under the present conditions of China,innovation in government can be attained only through political reform,administrative reform,building a service-oriented government and change in ruling ways.
