乡村精英人才外流的社会影响与对策

乡村精英作为一个特殊的利益群体，在社会主义新农村建设的过程中起着举足轻重的作用。而在劳动力转移的大潮中，乡村精英人才的外泸。导致生产发展优势劳动力缺乏，新农村建设中坚主体虚空。要解决乡村精英人才的外流问题，必须积极转变理念，实现乡村精英要才的合理流动。同时，应调整产业结构，增加农村土地的附加值，从根本上促进农村生产力的发展。

On the Social Influence of Elite's Outflow in Rural Areas and Relative Countermeasures

As a special interest group, the elite in rural areas plays an important role in the construction of socialist new countryside. However, in the tide of labor transfer, the outflow of elite leads to the shortage of superior personnel which are the main force in building new countryside. In order to solve this problem, the governments in rural areas should change relative concept to allow reasonable transfer of elite, readjust industrial structure and enhanee the added value of the land so as to bring a fundamental promotion to the productive force in rural areas.
