摘    要:奖励工作作为政治工作的一种手段 ,在部队建设中发挥了重要作用 ,但也仍然存在一些问题 ,表现为实施奖励的指导思想错位、表彰项目繁多、指标划分重点不突出、评判标准混乱、奖励时机滞后以及相关法规不配套等方面。为了完善奖励工作 ,充分发挥其激励功能 ,应该建立公正公平的竞争机制 ;调整奖励的指标、比例和物质待遇 ;创造与时俱进的宣功学功形式和健全系统完善的奖励法规。

Abstract:As a means of political work,incentive work has played an important role in army building.However,there also exit many problems,that is:guideline is positioned inppropriately, items are overmuch,quota priority is inexplicit,standards are in chaos and disorder,opportunity is lagging,relevant regulations are in discord,etc.In order to improve incentive work and to give full play to its incentive function,a fair and just competition system should be built,quotas?proportion and material treatment should be adjusted, forms of propagandizing and studying rewarded people should develop with the times,and regulations should be built systematiclly.
