| Abstract: | Recently, some procuratorates practiced the system of advisement of penalty measurement to strengthen the function of accuse and maintain impartiality of determining what punishment to give In nature, the system is just a claim It can help to insure impartiality of determining what punishment to give, procedural impartiality, procedural publicity and equality of adversary It can also advance the efficiency of the lawsuits and the rates of sentence pronounced by the judge and change the notion on lawsuits |
