当前“幸福家庭”建设存在的问题及对策建议

创建幸福家庭,提升居民幸福指数,是政府的公共职责及执政终极目的。该理念在当前服务型政府建设背景下,日益被各地政府所秉持。幸福家庭建设作为一项社会系统工程,涉及民生的各个领域。这使得该工程在推进中面临着不少棘手的问题:如,职责主体不明确、缺乏系统的政策体系、制度保障乏力和工程覆盖面相对狭窄等。这要求应针对问题有的放矢地开展工作:明确工程的职责主体、完善相关政策体系、建立健全制度保障和拓展工程惠及面等。

Problems and Suggestions in the Construction of "A Happy Family"

The public duties and the ruling ultimate goal of the government are to create a happy family, and enhance the residents＇ happiness index. The concept is upheld over more and more gov- ernments in the context of service-oriented government construction. As a social system project, the construction of a happy family involves people＇s livelihood in various fields which makes the project meet difficulties in unclear responsibilities, lack of a systematic policy system, weak system protection and narrow project coverage. Targeted work is required to setde the problems. 1. Clear the duties of the main body of the project; 2.Improve the relevant policies and system; 3. Establish a protecting system and expand benefit persons of the project.
