我国现阶段人民内部矛盾的宏观分析

现阶段人民内部矛盾是一个需要全党全社会从战略上予以高度重视并认真加以解决的问题。人民内部矛盾就其地位而言,与我国社会的基本矛盾和主要矛盾相比处于从属地位;就其性质而言,属于非对抗性的矛盾;就其产生的原因而言,主要有职工生活长期陷入困境,地方财政长期拖欠职工工资,管理等部门的服务严重滞后,受雇佣的职业群体的合法权益得不到保障,县乡政府在执行农村政策中的偏差等等。而解决现阶段人民内部矛盾就需要各级领导干部必须加强调查研究,了解人民群众的利益格局在改革过程中出现的新情况和新问题;要根据实际情况的变化对地方政策和法规进行调整;要实行“首长责任制”,切实解决好本部门存在的矛盾;要勇敢地站在解决人民内部矛盾的前列,为人民群众排忧解难。

A Micro-analysis of Contradiction among the People at Present Period in China

Contradiction among the people at the present period is a problem that requires the party's and whole society's attention strategically and a serious solution.From position,compared with the fundamental contradiction and principal contradiction of our society,it is subordinate;from nature,it is a non-opposing contradiction;from the reasons,there are the following reasons:some staff and workers live in difficulty for a long time;local financial organ is behind in paying staff and workers;service of administrative units sluggishes severely;lawful rights and interests of employed group cannot be guaranteed;governments at village and county levels have some errors in carrying out policies in the countryside,and so on.To solve the contradiction among the people,leaders at all levels must conduct better investigations,know the new situations and problems in people's interest pattern which might appear in the process of reform,adjust local policies and regulations according to the changes in reality,carry out "the system of leading cadres'responsibility",solve in earnest the contradiction in our own units,bravely stand in the front to solve the contradiction among the people,help the masses allay their worries and tide over their difficulties.
