| Abstract: | The human rights were link with the sovereign rights, the sovereign rights was the human rights' premise and basis, and the sovereign rights were the human rights' basic guarantee. The sovereign rights' principle is the human rights' internal jurisdiction and international safeguard, is the human rights' basic institution, which carried out international cooperation. |
