| 摘 要： | 地方在推进干部人事工作民主化方面,着眼于民意表达的立体性;在推进干部人事工作科学化方面,注重科学精神的渗透性;在推进干部人事工作制度化方面,注重把握制度体系的机制性。地方干部人事工作改革创新的理论与实践,对军队人事管理工作具有重要的启示与借鉴意义。
