| 摘 要： | 在西方众多的政府再造理论中,用企业家精神来改革政府是最强有力的呼声之一。尽管中国与西方国家的政府存在较大差异,但这一理论对我国的政府改革仍具有借鉴意义。本文主要论述了建立企业式政府所需的理论前提、内部条件和外部环境。

| Abstract: | Among the numerous theories about reinventing government in western countries,one of the most popular is reforming government by entrepreneurial spirit.Although so many differences between the Chinese government and other ones in western countries,we can learn something from this idea.This article will discuss the theoretical prerequisites,interior condition and external environment of reforming government by entrepreneurial spirit. |
