制度反腐：反腐败的治本之策

腐败是由“传统社会”向“现代社会”转型过程中存在的一个较为普遍的现象，腐败现象的存在和蔓延给社会发展带来了巨大危害。制度缺陷是一切腐败的根源，目前我国约权遏腐方面的制度性缺陷主要表现在：政治体制改革滞后，缺乏合理的利益分配机制，干部人事制度和权力监督机制不健全等四个方面。我们要从源头上遏制腐败，就要进一步运用制度的力量降低腐败收益、提高腐败成本，严控用人腐败歪风并建立全方位的监督网络体系。
