| 摘 要： | 在特定条件下法规具有僵化、模糊、片面的特点.要求组织充分发挥自身能动性,在执行法规的过程中对其进行必要的调整与补充,但这同时也为组织脱离法规的约束提供了自由活动空间,成为制约政治工作法制化的瓶颈.规范组织的能动行为,除了加强教育与提高组织成员的自身素质之外,关键是要抓紧进行法规的体制建设,加强对组织执法状况的监督.

Strengthening the Legal Functions, Regularizing the Organization Behaviour: The Definite Road towards Legalization of Political Work |

| Abstract: | Under specific circumstances,legal regulations bear the character of rigidity , faintness,and unilateralism.So we request organizations to exert enough function,adjusting and perfecting legal regulations while executing them.On the other hand,this will offer swinging room for organizations to break down the restriction of legal regulations,that is a bottle-neck which restricts the legal construction in political work.In order to normalize the organizational behaviour,it is the very key point to pay special attention to the legal construction, and strengthen the legal execution apart from indoctrinating and promoting the quality of the community members. |
