| 摘 要： | 建立农村最低生活保障线,是社会主义市场经济得以稳定顺利运行的必要条件,也是构建社会主义和谐社会的题中之义。这是一项系统工程,在我国广大农村尚处于开创阶段。作为一种政府行为,它的建立与实施,必须经过试点,摸索经验,并同农村其他各项改革配套进行。

| Abstract: | Establishing subsistence allowances for the people in the rural areas is the essential condition to develop the socialist market economy steadily and to build a socialist harmonious society as well, which is a system project and is just at the beginning in the rural areas in China. As a kind of government activity, its building and implementing must be under pilot projects and go along with the other reforms in the rural areas. |
