“依党章治党”的必要性、现状及实现路径

党章是立党、治党、管党的总章程。“依党章治党”不仅是党的自身建设从思想建党到制度建党的逻辑必然；也是在贯彻落实科学发展观和构建社会主义和谐社会过程中加强党的领导的现实需要；更是统一全党思想和行动，实现党的奋斗目标的根本要求。在现阶段，“依党章治党”在观念上还显得滞后，实践上偏重于形式，工作思路也尚未完全理顺。要真正实现“依党章治党”，必须加强以党章为基础的党规、党法建设，增强党内法规体系的科学性；必须在全党范围内强化党章意识的养成，提高“依党章治党”的自觉性；必须抓好党章的贯彻执行，解决“依党章治党”的有效性。

The Necessity and Status Quo of and the Path to Realize "Ruling the Party by Party Constitution"

The party constitution is the general regulation for establishing the party, ruling the party and managing the party. "Ruling the party by party constitution" is not only the logic necessity of the self-construction of the party from party construction by thought to party construction by institution, but also the realistic need for strengthening the leadership of the party during the process of carrying through the scientific outlook on development and building the socialist harmonious society; it is also the radical requirement for unifying the thought and action of the whole party and realizing the goal of struggle of the party. At present, the concept of "ruling the party by party constitution" has not been rooted into our mind and emphasis is just concentrated on the form in practice, and the working idea has not been harmonized yet. To realize the "ruling of party by party constitution" really, we must enhance the construction of party regulations and laws based on the party constitution, and boost up the scientific nature of the internal legal system of the party; we must reinforce the nurturance of the sense of party constitution in the whole party, and increase the consciousness of "ruling the party by party constitution"; and we must do well the work of carrying out the party constitution and improve the effectiveness of "ruling the party by party constitution".
