| 摘 要： | “三强四霸”现象是濮阳市城区建设过程中产生的一种另类违法犯罪。其危害程度不亚于其它严重刑事犯罪,成为制约濮阳市社会、经济发展的一个重要因素。1999年,濮阳市成立了专门机构对此类现象进行了专项治理,取得了一定成效。本文对“三强四霸”现象的成因以及治理情况进行了简要分析。

| Abstract: | Band of Gangsters is another abnormal phenomenon against law during the city construction of Puyang. The harmfulness is not less than other serious criminal offenses, and becomes a very important factor to restrict social, economic development in Puyang. In 1999, Puyang established a special organization to fight against this crime and got some achievements. |
