| 摘 要： | 公诉案件质量考评指标对提高案件质量,在公诉工作中贯彻宽严相济的刑事政策,具有一定的促进和推动作用。然而,目前我国公诉案件质量考评指标,主要局限于对案件数量指标的考评,无法体现宽严相济政策对公诉案件的质量要求。为此,需要根据宽严相济政策对公诉案件的司法精神、证据意识、案件处理方式、办案技巧的要求几方面来改变考评指标,建立"以质为主、以量为辅"的案件质量考评体系。

| Abstract: | The quality index of public prosecutional case can enhance the cases' quality and enforce the temper justice with mercy policy.Therefore,the quality indexes of public prosecutional cases are mainly limited in the cases' quantity and cannot embody the quality require on the pubic prosecutional cases.So the evaluation index should be changed according to the justice spirits,evidence consciousness,method and skill of the temper justice with mercy.We should pay great attention to the cases' quality. |
