| 摘 要： | 在西部大开发中要革新观念 ,把大开发建立在实行宪政和发扬共和精神的基础上。发扬和落实共和精神 ,在政治上就是要实现“各族共和”、“全民共和”的理念和民族地方自治 ;在经济上则要求资源共享 ,全民共富。只有实现社会主义宪政 ,弘扬共和精神 ,才是从根本上保障西部大开发的可行而且必行之道。

| Abstract: | In the west opening the ideas should be innovated and based on the constitutionalism and republic spirit. To develop and implement republic spirit, the ideals of "all nationalities republic", "whole people republic" and regional national autonomy should be realized in politics; resources should be common shared and everyone is rich economically. In order to safeguard the feasibility of the west opening fundamentally, the socialist constitutionalism should be implemented and republic spirit should be developed. |
