Prior to assuming this position, he served in a number of capacities in the federal government, including positions at the White House, the Office of Management and Budget, the Congressional Budget Office, The U.S. Department of Agriculture, the Office of Economic Opportunity, and the National Advisory Commission on Rural Poverty. His Ph.D. training is in agricultural economics. |

Abstract: | The rural poor made especially great strides in the 1970s; unlike earlier decades. Primarily as a result of federal income transfer programs, rural poverty has lost much of its harsh personal impact. Nonetheless, the residual hard core of the poor still exist, being too costly and too difficult to reach. |
