| 摘 要： | 科学发展观对高校学报编辑部的建设与发展具有指导意义。根据科学发展观的要求，学报编辑部要实现科学发展，首先是要坚持以人为本，实现学报编辑部的人性化管理，其次是要统筹兼顾，正确处理相关环境条件、主管部门、编辑人员、作者等要素之间的关系，从而实现全面、协调、可持续的和谐发展。
