| 摘 要： | 国家自主性作为现代国家的本质属性,是指国家作为社会公共利益的代表,超越于社会利益集团,为实现社会公共利益目标而自主行事。国家自主性包括国家能力和国家对社会的超越两个因素,二者对于国家自主性来说,缺一不可。
