社区参与不足的困境与突破

中国的社区建设普遍面临着参与不足的问题，其中原因之一是中国城市居民参与意识不强，但最根本的原因在于社区的历史起点、权力结构和工作方法等组织机制的问题。要突破这一瓶颈并不是也不能全盘否定和推翻社区的现存机制。因此，应当在现有体制的基础上，明确政府和社区各自的职能范围，并进行相应的制度创新，培育多层面的社区自治组织。

The Difficulty and the Breakthrough of the Insufficient Participation in Community

The problem of insufficient community participation is very common in the process of Chinese community development, partly due to less public awareness. However, the organizational mechanism, including the origin of current community forms, power structure and working methods, is the root cause of the problem. But it doesn＇ t mean that we should totally negate and overthrow the existing mechanism of our communities. Instead, we should define the function range between the government and the communities and foster multi -level self- governing community organizations on the basis of the existing mechanism to solve the problem.
