| 摘 要： | 《政府改革论纲》一书对政府改革问题进行了认真的研究。该书一方面提供了政府改革研究的一个总体框架性认识,考察了政府发展的四个阶段和政府模型的历史演变,进而提出了我国政府改革的目标模式;另一方面,运用了复杂系统思维的方式来分析政府管理的社会系统,并对针对全球化浪潮的“国际行政”这一新概念作了更具体的分析。

| Abstract: | The book of academic outline on government reformation, tells a serious-minded research on governmental reformation.On one hand,the book provides a general cognitional frame of the government reformation study,investigates the four stages of government development and the historical evolution of governmental model,then puts forward the target mode of government reformation in our country;on the other hand,makes full use of complicated systematic thoughtway to analyze the social system of government management,moreover,gives a concrete construe on the new conception of "international administration" that going with globalizing tide. |
