| 摘 要： | 目前,我国市级检察院管辖案件①普遍存在由县、市两级检察院双重审查起诉的现象.实证调查表明其未能提高案件的审查起诉质量,相反有违司法公正和诉讼效率.所以,应当将县级检察院对案件的实体审查改为程序审查,使程序向常态的单级审查起诉制度回归.
