从延安时代、建国初期的清廉之风得到的启迪

从延安时期到建国初期 ,中国人民在中国共产党的领导下 ,经历着夺取政权和建立政权的历程。在这期间 ,党和国家十分重视执政党条件下党组织自身建设和国家政权建设 ,采取了一系列措施防范和克服腐败现象 ,使当时反腐败斗争和廉政建设取得了很大成绩 ,积累了丰富的经验。这些成功经验告诉我们 ,只有充分依靠人民群众预防、揭露和惩治腐败 ,才能促进廉政建设 ;只有从党内抓起 ,查处大案要案 ,才能起到震慑作用 ;只有一把手抓、抓一把手 ,才能有效地遏制腐败 ;只有德治与法治相结合 ,才能有效地防止腐败。

From the time of Yan'an establishment of P.R. China,the Chinese People had undergone the course of catching the state political power and establishing a new state political power under the leadership of Communist Party of China.during this time,the Party and the state had paid much attention to the construction of the Party in power and of the state political power.Aseries of means were taken to prevent and punish corruptness.Great achievements as well as rich experiences were made in the anti-corrupt fights and the building of an honest and clean government.This tells us that the building of an honest and clean government can be realized only by depending fully on the masses in the work of prevention,exposure and punishment,that the frightening function can be made only by investigating into important affairs and dealing with them accordingly in the Party,that the corruptness can be controlled effectively by the administration of the first in command and the administration to the first in command and that the corruptness can be prevented effectively only by the combination of "ruling with morality"and"ruling of law".
