实现党内和谐必须破除党内“潜规则”。党内“潜规则”现象的存在和运行对党内民主制度建设、党内公平正义价值、党内忠诚友爱关系、党内充满活力局面、党内安定有序状态以及党内党外和谐关系均带来许多消极影响，成为影响和制约党内关系和谐的重要因素。破除党内“潜规则”现象，一要加强思想教育，牢固树立制度治党理念；二要严格依章治党，充分发挥党内“显规则”功能；三要自觉接受监督，大力推进党内事务公开。

"Potential Regulations" within the Party Must Be Broken Away from to Achieve Intra-Party Harmony

The existence and working of ＂potential regulations＂ within the Party has become a major factor having influence on and restraining intra-Party harmony. These phenomena are doing much harm to developing the intra-Party democratic system, to justice value and the relations of friendly affection within the Party, to the creation of a stabilized and orderly situation full of vitality within the Party and to strengthening the relations between the Party and the masses. To break away from ＂potential regulations＂ within the Party, we should strengthen ideological education, fostering the idea of enforcing strict discipline with institutions; enforce strict discipline according to the Party＇ s constitution, giving full scope to the intra-Party ＂apparent regulations＂ ; consciously receive supervision and make great efforts to let Party＇s affairs be opened.
