谈专利法律中专利实施过程的政府管制

政府管制对开展专利实施活动有着直接的重要影响。国外虽有政府管制程度的不同,但都选择了通过立法来进行专利实施的政府管制。我国应借鉴国外专利法律,通过修改、完善专利法律来充分地、科学地发挥专利实施过程中政府公权干预力,依法实施政府管制,为专利实施提供持续的动力和保障。
