我国融资租赁业准入制度评论

融资租赁业对经济社会发展具有重要意义,国家应鼓励和扶持,但当前的市场准入许可制度却阻碍了该行业的发展。融资租赁业实行市场准入许可制度,并没有充要理由。基于融资租赁业风险很一般、平均利润率不高、社会经济功能特殊等原因,建议全面开放市场。从外部性理论视角分析,融资租赁业实行准入许可制度,不仅不能减轻或消除外部性,且会造成既不经济也不公平的结果;另外还会耗费不必要的行政资源,产生一系列新的外部效应。

A Review On the License System of Market Access of Financial Leasing

Due to the significance of financial leasing to the development of economy and society, the stimulating measurements should be taken by the nation, while the license system of market access severely impedes its development. There is no necessary and sufficient reason to implement the system. It argues that the market of financial leasing should be opened thoroughly for the following reasons：the risk is very ordinary, the average rate of profit is not very high, and it benefits the economy and society by special functions. Viewing in the aspect of the theory of externality,the license system can not alleviate or eliminate the externality,but also it causes inefficiency and unfairness. Additionally,it wastes more administrative resources unnecessarily and generates a new series of externalities.
