The Party's,state's and people's rights are the three most important rights in Chinese political life.To reform and improve the ways of the Party's leading and ruling,we must try to solve the problem of the relations between the Party and government,i.e.,how the Party rule and lead the state power.Adhering to and ensuring a high unity of the Party's,state's and people's rights is essential to strengthen and improve the Party's construction.The Party is the key in accomplishing the unity of the three rights.
