“新公共服务”的公共理性诉求

作为传统公共行政学的一种替代性研究路径,新公共管理摒弃了传统政治理论的观察视角,用市场理念和企业家精神来重塑行政理念和价值,在追求效率和生产力方面,新公共管理的理念和方案得到了不少的赞成和肯定,但它对于追求何种最终价值却鲜有兴趣.而以美国学者登哈特为代表的新公共服务理论高举公共行政价值追求的旗帜,将管理主义者边缘化了的公民权、社会责任、公共利益等价值量度重新置回行政话语的中心,而公共理性是实现以上公共行政价值观之基础,可以说,公共理性是新公共服务的一个重要理论诉求.

Public Reason Inclination of the "New Public Service"

As a substiute approach of study for the traditional public administration,the new pubic management(NPM) abandons the perspective of the traditional political theory and reinvents the administrative idea and value with the market notion and entrepreneurship .The idea and plan of NPM wins high praises because of its high efficiency and productivity but it shows little interests in pursuing the ultimate values. American scholar Denhardt' New Public Service makes great efforts in seeking public administrative values and centres the value-oriented measure on administrative discourse again including the citizenship,social responsibility, public interest and so on,which have been marginalized by the managerialists. Public reason is the foundation of realizing the public administrative values as we noted previously, so we can draw the conclusion that public reason is one of the most important theoretical inclination of the New public service.
