| 摘 要： | 在我国当前的出入境边防检查工作中,存在默认各国海员证件皆为有效的海员出入境证件的情况。这种做法不利于确定进入我国领水的外籍船员的真实身份。为了完善我国边防检查工作体系,应当建立海员证件分级评估制度。

| Abstract: | At present,there are still plenty of situations in our work to give tacit consent to all kinds of seamen's credentials.The method of work is detrimental to determine the real identity of foreign mariners in our territorial waters.In order to improve and perfect the frontier inspection system,we should build the graded estimation system of seamen's credentials. |
