| 摘 要： | 公共危机管理需要政府与公民的合作。当前,我国公共危机管理中政府与公民的关系还存在诸多问题,对这些问题进行分析并找出其中的原因,进而提出相关的对策和建议,对构建危机管理中政府与公民良好的合作关系具有十分重要的理论意义和现实价值。
