使基层协商民主更好的运转起来——观念更新、利益兼容与治理绩效累积的三位一体

经过长期的演化与发展,基层协商民主已经成为了地方治理中的常态,制度化的痕迹日渐明晰。然而,基层协商民主的实践存在着分化,差异在于制度化的程度,制度形成的规则是否成为了基层协商民主日常生活的一部分,成为生活习惯与生活方式。进一步理顺基层协商民主的内在联系,发挥基层协商民主的作用,拓宽基层协商民主的实践空间,需要回到基层协商民主成长的制度化路径,挖掘正式规则与非正式规则中的某些要素。因此,有必要建构基于价值导向、政策执行与结果绩效相统一的基层协商民主三位一体模型机制,强调观念更新、利益兼容、治理绩效累积是协商民主有效推进基层治理的结构性原因,使得基层协商民主更加有效地运转并朝着更加成熟定型的方向发展。

Make Grassroots Deliberative Democracy Work Better——The Trinity of Concept Renewal,Interests Compatible and Governance Performance Accumulation

After a long period of evolution and development,grassroots deliberative democracy has become the norm form and routine of local governance,and the trace of institutionalization is becoming more and more clear.However,there are differences in the practice of grassroots deliberative democracy.The difference lies in the degree of institutionalization,whether the rules formed by institutionalization become a part of the daily life of grassroots deliberative democracy,as well as living habits and lifestyles.To further straighten out the internal relations of grassroots deliberative democracy,giving play to the role of grassroots deliberative democracy,and expanding the practice space of grassroots deliberative democracy,we need to return to the institutionalized path of the growth of grassroots deliberative democracy,and explore some elements of formal and informal rules.Therefore,it is necessary to construct the trinity model mechanism,which is based on the value orientation,policy implementation and performance the unity of the grassroots deliberative democracy.It emphasizes that concept renewal,interests compatible,governance performance accumulation are the structural reasons for grassroots deliberative democracy,and would make the grassroots deliberative democracy to work better and effectively,then towards a more maturity and stereotypes direction.
