文化促成了监狱的改革、改良与变革,并在不断的改革、改良与变革中更加趋于理性和人文属性。尤其是现代监狱制度的构建,更是文化的产物,换句话说,是文化激活了监狱的现代性,当然,监狱的现代性又促成了文化尤其是监狱文化的培育和发展。在这个意义上说,监狱文化和现代性具有互动和互补关系。以近代以来世界监狱制度的变迁和中国监狱的改革改良为视角。便可得到确证。
