| Abstract: | The author maintains that improving the psychological and intelligent quality of the representatives of the People's Congress is the basic guarantee of realizing the legal supervision power of the People's Congress and that it is essential to perfect the supervision organization system and reinforce hearing, reviewing, filing, reporting systems for the purpose of transforming the supervision power from ought-to-be power into actual power. |
