| 摘 要： | 一个国家、一个地区的竞争力主要取决于拥有自主知识产权的核心技术,而具有自主知识产权的技术又主要取决于一个国家或地区市场主体的自主创新。在所有影响自主创新的众多因素中,制度创新及其安排又是最为重要的。因此,任何一个社会要想促进自主创新的大量出现,促进生产力因自主创新而爆发出的巨大发展,必须进行制度创新。是制度创新决定着自主创新,而不是相反。
