The establishment of the rural social endowment insurance system is an important method for the government to protect the farmers' benefits. It plays an important role in impelling the rural economic development and promoting social stability. Theoretically, the farmers' participation in the old-age insurance is their rational choice, but the result is not so satisfactory despite the fact that the rural endowment insurance system has been carried out for more than ten years. To analyze the causes leading to the difficulties in the social endowment insurance system from the game theory and the transaction costs, and explores the way of realzing the rural endowment insurance system has pratical significance.
