加入WTO与中国行政管理体制改革

中国加入 WTO 所面一临的最大挑战是政府现行的行政管理体制。文章从 WTO 规则要求的角度揭示了中国政府现行的行政管理体制所存在的诸多问题,进而从转变政府管理职能、改进政府管理方式、健全政府法律法规体系、培养适应 WTO 规则的高素质人才、加快政务信息化建设建立电子政府等五个方面,探讨了中国现行的行政管理体制应对加入世贸组织的改革对策。

Accession to WTO and Reforms on China Administrative System

Upon and after accession to WTO,the most formidable challenges which China confronts are in the gov- emments present administration system.With regard to the requirements of WTO roles,this article reveals the many problems existing in Chinese government's present administration system,then discusses further the countermeasures of reforming that system to respond to accession to WTO in five aspects:Changing the govwrnment s administrative functions ,improving its administrative methods,perfecting its legal system,fostering high-quality talents familiar with WTO roles,speeding up the informationization of government administration so to build up an electronic government.
