| 摘 要： | 派出所警务改革的优劣,直接影响和制约着整个公安工作的发展。派出所警务改革的核心是勤务机制的创新,包括:进行警力重组,以整合管理资源;实行警务工作室模式,以下放管理职权;打造基层防控网,以提高管理效能;实现瓶颈突破,以保障管理目标实施。并在此基础上实现四个转变:在勤务时间上由"八时制"向"错时制"转变,在勤务方式上由"处置式"向"前置式"转变,在勤务分工上由"单一型"向"联合型"转变,在勤务保障上由"自给型"向"保障型"转变。

| Abstract: | Whether the reform on police station is good or not affects the development of whole public security work directly.The core of police affair reform of police station is the innovation of attendance system which includes police reorganization for managing resources integration,acting police studio for devolution of management functions,building grass-root prevention and control network for improvement of managing function,achieving breakthrough of bottleneck for application of assurancing management target.And 4 changes should be done on this basis: change from "8-hour style" to "staggered time style",attendance way from "dealing-with style" to "precedence style",change of division from "single style" to "joint style",change on assurance from "self-sufficiency style" to "assurance style". |
