简论西部大开发中的生态环境问题

生态环境建设是西部大开发的战略重点之一。在生态环境建设过程中,应把农民的生存和富裕劳动力的出路问题置于首要地位。通过调整产业结构和发展小城镇,提高第三产业的比重、城市化水平,引导农民进入第三产业,给农民提供更好的生存空间和发展机会,才能从根本上缓解生态环境压力,增加西部地区人口环境容量,可持续的经济繁荣才会在西部地区出现。
