| 摘 要： | 农地流转再度成为当前农村土地制度改革的热点问题，而如何在农地流转中保护农民的合法权利却成为流转中的难题，应慎重对待农地流转，设置对农地流转的必要限制，明晰农地农用的准确内涵，以程序公平来实现实体公平。

| Abstract: | Farming land circulation again becomes the typical problem in the current land system reform in the countryside,and how to protect thef armer's legal rights during the land circulation becomes a difficulty.So we should treat farming land circulation cautiously,set necessary limit tof arming land circulation,define the accurate connotation of use of farming land and use procedure justice to realize entity justice. |
