城市化动力发展替代规律初探——从加强城市公共管理的角度看城市化发展动力替代

城市化快速发展必将使公共管理组织面临变革.公共管理组织试图通过城市各个矛盾的因子推动经济社会发展.然而,城市也会以各种方式包括各种病态的形式,向公共管理组织表明它生命机理受到的破坏以及由此引起的免疫力下降,强迫公共管理组织调整社会认同和公共政策走向,以使城市重新走上健康发展的道路.城市化发展的动力替代将会经历以"基层发展为主--以政府推动为主--以基层发展为主"的动力发展的三个阶段.公共管理组织应引导城市健康发展,防止出现行动误区,即过度强调城市的聚集经济功能提前进入第二阶段、由于受到城市建制体制的影响而不能完全进入第二阶段、简化第二阶段试图以政治上的民主代替社会民主参与对城市化的推进.

With the rapid development of urbanization,the organizations of public management will inevitably be confronted with the reform and they manage to promote the social economic development by means of the contradictory factors of the urban.However,the urban will show the public management organization its damaged life mechanism as well as its immunity decline caused by the damages and force the organization to adjust the social identification and the trend of public policy so that the urban can be put back on the road of healthy development.The motive force substitute of urbanized development will go through three stages-to rely mainly on the development of basic level,the government encouragement and the development of basic level.The public management organization ought to give the urban proper guidance for the healthy development preventing the long-standing mistaken idea,which involves excessively putting more stress on the urban functions of collective economy entering the second stage ahead of time,influenced by the regime of urban organization system failing to enter the second stage,making the second stage simplified and managing to participate in promoting the urbanization through the political democracy instead of the social democracy.
