Analysis of Local Government Behavior Pattern in Contemporary China: From the perspective of the governmental preferrence-the governmental process-the governmental tool

The analytical framework consisting of three areathe governmental preference,the governmental process,the government tool was an effective tool for the study on the behavior patterns of local government in contemporary China,From this point of view,we believe that its basic characteristics are:the governmental preference is mainly demand-oriented by the higher levels of government;the elite control government policy and mandatory tool is main selection of the government.
