| 摘 要： | 本文从土地利用的外部效应和土地市场缺陷的角度 ,阐述了土地利用规划的重要性 ,在此基础上 ,分析了土地利用规划本身存在的效率与公平问题 ,最后围绕土地利用规划管理中公平和效率目标的实现 ,提出了建立和完善以土地利用规划为龙头的土地利用宏观调控体系的政策建议

| Abstract: | By analyzing the externality in land use and the market failure in land allocation, the author shows the importance of land-use planning; and based on the analyses of the defects of land-use planning, the author argues that land-use planning should be matched with other administrative measures to control the land use behavior so as to improve the efficiency and equity in land use. |
