柔性权力体制下的制度与市场成长——对中国改革的制度分析

30多年的改革证明中国存在一个促进公共权力、自由市场和制度规范共同成长的发展环境,存在一个相对稳定的结构性成长空间和制度化的发展路径。对于中国改革的理解要关注其特定环境下的实践经验,还需从制度层面关注权力体制如何与市场和制度相结合。本文以改革中权力体制的模块化来解读刚性体制如何转向柔性体制,并通过柔性体制下的权力让渡和权力职能化来分析权力体制如何与自由市场和制度规范实现有效对接,推进中国的市场化和制度化进程。

Institution and Market Growth under the System of Soft Power——Institutional Analysis of China's Reform

30 years of reform demonstrates that there is a development environment which promote public power 、free market and system specification to grow together in China,and there is a relatively stable room for structural growth and a institutionalization development path.For the understanding of China’s reform we must pay attention to their specific experience,to how the power system combined with the market and institution from the institution level.This paper trled to use the modular power system to interpret how to shift rigid system to flexible system,and analyze how to achieve effective docking between the power system and free market and system specification through the transferring of power and function of power under flexible system,promote China’s market and institutionalized process.
