犯罪被害人调查是解决犯罪黑数问题 ,弥补刑事司法统计不足的有效方法 ,同时 ,也将为犯罪和被害问题的研究提供翔实的材料。犯罪被害人调查应明确调查的内容、案件类型、对象、方法、程序和机关 ,对调查资料的管理、使用和发布也要具体规范 ,以使全国犯罪被害人的调查能够正常运作。

A Proposal to Establish the System of Crime Victim Survey

And it also provides detailed and accurate data for studying crime and victimization. The content , samples , objects , methods, procedures and organs should be specified explicitly in the crime victim survey.
