| 摘 要： | 目前，我国的一些流动人口治安管理的政策、措施和管理理念仍存在歧视流动人口、管制思维、义务本位等许多问题。在构建和谐社会的进程中，公安机关必须转变管理理念：从歧视转向平等对待流动人口。从管制行政转向服务行政，从公民义务本位转向公民权利本位。同时，应当构建与和谐社会相融合的流动人口治安管理制度．加强政府各管理部门之间的协调与配合.
