| 摘 要： | 由于各种因素的影响,党的干部交流制度在运行中存在着诸如思想认识不到位、主要领导权重过大、计划规划性不强、成本加大、配套制度建设滞后等困境问题。为救治这些困境所开出的药方是:创新干部交流的观念理念、制定科学的干部交流计划与规划、推行干部交流党委票决制、建立健全干部交流配套制度体系。
