| 摘 要： | 毒品犯罪的基本特征决定了缉毒侦查模式对传统侦查模式的异化，须确立“情报至上”的侦查理念。在缉毒工作现代化的进程中，应以情报信息为先导，构筑全程化的缉毒情报系统。当前要加强禁毒情报系统建设，搭建共享平台；更新情报观念，广辟情报信息来源；以信息协作为纽带，进一步完善缉毒侦查协作机制；不断优化缉毒机构和运行模式。发挥公安缉毒部门在“大缉毒”中的“领头羊”作用。
